    From 1 January 2021, the ‘Northern Ireland Protocol’ will take effect to avoid a hard border on the island of Ireland, whilst ensuring the UK, including Northern Ireland, can leave the EU as a whole.

    The Protocol means that UK authorities apply EU customs rules to goods entering Northern Ireland. This means that from 1 January 2021 electronic import declarations as well as safety and security declarations will be required for goods moving from Great Britain to Northern Ireland.

    HM Government have launched a new, free support service for firms involved in the movement of goods to Northern Ireland, to help them adapt to the new processes.

    If your organisation moves goods between Great Britain and Northern Ireland, then the new Trader Support Service (TSS) is here to help you prepare to ensure that your goods continue to move smoothly from 1 January 2021.

    The full impact of COVID-19 on the Australian construction sector, including major disruption to supply chains and possible difficulty sourcing materials and skilled workers and services, will depend on a number of factors, especially the time and scale availability of its vaccine. On the other side, as recovery post-COVID-19 investment on infrastructure projects over the next decade is increasing by Australian governments for economic recoveries, both public and private decision-makers depend on accurate and reliable risk assessment methodologies to give them confidence in their decisions ensuring the right projects will be delivered for the right money at the right time. There has also been much speculation regarding the outcomes for the industry and potential risk mitigation strategies as well as opportunities to make the sector more resilient against its future challenges.

    The use of Quantitative Risk Analysis (QRA), including probabilistic cost and schedule risk analysis, is a good practice during both the development and delivery of major projects. Under current policy settings by the Department of Infrastructure, Transport, Regional Development and Communications (DITRDC), a probabilistic cost estimation process must be used for all projects, for which Commonwealth funding is sought, with a total anticipated outturn cost (including contingency) exceeding $25 million. Probabilistic simulation methods generate distributions of possible outcomes. The First Principles Risk Analysis (FPRA), recommended by the DITRDC Guidance Note 3A (Nov 2018) and the 2nd Edition of Risk Engineering Society (RES) Contingency Guideline for contingency determination at key decision points, e.g. Final Business Case or during execution, is a bottom-up risk-based cost contingency determination approach.

    I learned to code as a kid, starting with BASIC on this thing called a pocket computer — this one, actually: http://oldcomputers.net/trs80pc3.html. My first real computer was a Commodore 64, which was my first real computer. My two other formative early experiences were learning C once we got our first PC, and working through the SICP book for a course dedicated to that book during my bachelors in Computer Engineering.

    What's your coding pet peeve?

    Definitely people who write code only for computers and not for their human audiences too.

    What are your favorite programming languages?

    My favorite high-level language is still Python, even after 20+ years. It still hits the sweet spot between expressiveness, conciseness, readability and ease of use.

    What's your go-to coding playlist (or podcast)?

    Mostly silence, actually. But for the occasions that I do, it's mostly white noise, or baroque classical music. I find most other music too distracting, especially anything with lyrics, or even with too much of a musical "story".

    In less than two months’ time, the UK will leave the EU’s Single Market and Customs Union when the transition period ends on 31 December 2020. From 1 January 2021, the ‘Northern Ireland Protocol’ will take effect, at which point customs declarations as well as safety and security declarations will be needed for goods moving from GB to NI to ensure:

    •tariffs are not paid on trade within the UK
    •Northern Ireland can benefit from UK Free Trade Agreements
    •goods destined for Ireland (ie the EU) pay tariffs when they should.

    If you move goods from GB to NI, then the Trader Support Service will help ensure that smooth flow of goods continues. It’s important that you act now, joining thousands of companies that have already registered.
