FATCA generally mandates foreign financial institutions (“FFI”) and non-financial foreign entities (“NFFE”) to identify accounts owned by, or for the beneficial interest of, United States taxpayers to the Internal Revenue Service. The penalty for non-compliance is steep: a 30% withholding tax on certain payments.
