CIOs increasingly need to care about the finances and costs of IT. They must create services that business segments demand and align them with IT resources from other sources (like cloud providers). Internal IT has to compare and compete with new commercial offerings that are often sold directly to the business. IT will see major transformations in delivery and ownership over the next few years, and IT managers will need better transparency in internal costs in order to be relevant and competitive. There are many cases where IT departments need to act more like profit centers, treating internal users like customers and potentially even brokering several service models. New methods of metering, service level agreement management, chargeback and service flexibility are required.
