    The U.S. federal government’s Personal Identity Verification (PIV) program requires smart card-based authentication for employees to be able to access government computers and networks. However, physical PIV cards are not mobile friendly and present many logistical challenges especially with remote workers. In addition to PIV compliance, the recent U.S. Cybersecurity Executive Order mandates that federal government agencies adopt multi-factor authentication (MFA) within 180 days.

    While PIV is standard across civilian agencies, strong authentication gaps do exist. For example: non PIV eligible users, mobile device users, remote workers, or citizen-facing digital services. These gaps, if not closed, can result in successful cyber attacks that can have devastating consequences. Recent attacks such as Solarwinds and the Colonial Pipeline have highlighted the need for strong authentication across all infrastructures, applications and services, as outlined in the new Executive Order from President Biden on improving the nation's cybersecurity.

    The Covid Pandemic also restricted the ability to perform in-person identity proofing for issuing identity credentials, broadening strong authentication gaps across the civilian government. Ensuring compliance with NIST SP 800-63B guidelines, identities need to be verified and trusted, and a strong cryptographic credential needs to be bound to that identity. To provide the strongest Identity Assurance Level (IAL), Federal Assurance Level (FAL), and Authenticator Assurance Level (AAL), civilian agencies should look to alternate authenticators using trusted hardware devices with trusted identity credentials as well as alternate identity proofing processes
