Early this year, the National Security Agency (NSA - the national-level intelligence agency of the United States Department of Defense) emphasized the elimination of obsolete TLS protocol configurations by federal agencies. It further urged all network owners and operators to follow suit. The TLS protocol encrypts and authenticates communication between servers and clients, and TLS versions are periodically updated to outrun attacks on the communication channels - the current latest version being TLS 1.3. Attacks happen when an organization fails to implement the latest TLS version quickly enough.
