A Purple culture invokes inter-team communications about incident reporting and response prioritization, so you can fix what matters first. It exploits the dichotomy that users and defenders have rules, while attackers don't. Rules are intended to mitigate risk, however, if an attacker can get around a rule with little risk, then we need to alter our perspective on not only the risk, but the perceived value of the rule. This is why attackers often know more about your environment than you do and why it's so important to bring this perspective onto your team.
