No, is the answer. Because a) not all objects have a recycle bin. That goes for e.g. Conditional Access and Intune policies. And b): Because what is covered by a recycle bin, all have different time limits and expirations dates. 14 days, 2 months. And at some point, you can no longer recover those items.
