In early 2025, President Trump’s administration repurposed the existing U.S. Digital Service into the Department of Government Efficiency (DOGE) via an executive order mandating extensive data access across federal agencies to identify inefficiencies. DOGE rapidly gained unprecedented entry into sensitive federal employee records and payment systems, sparking significant privacy concerns and a wave of litigation under the Privacy Act of 1974. Critics argued that DOGE's sweeping access constituted unlawful disclosures of protected personal information, prompting federal employees and unions to seek judicial intervention. Courts responded by issuing preliminary injunctions blocking DOGE’s access to key federal databases, including those at the Office of Personnel Management, Treasury, and the Department of Education. These landmark cases underscore ongoing tensions between executive authority, government efficiency initiatives, and statutory privacy protections.
